Add options for Charge Catalog to allow selecting specific Months to bill MRC Charges

Background and strategic fit

In the Higher Education Space, there is some need for non-standard billing frequency - 9 months out of the year. This is applicable for buildings only inhabited for 9 months out of the year. For example, dormitories close down during the three summer months. Therefore, we need only bill services and other charges during the months in which they are occupied.

We are looking into adding these selective or blackout charges to PCR-360. It would be designed only for Monthly Recurring Charges. Allowing the MRCs to bill for specified months but skip others. These new Monthly Recurring Charges would not support Forward or Backward Billing, it would bill only during the selected months.

Assumptions

Forward Billing will be disabled for Selective Billing MRC
Backward Billing will be disabled for Selective Billing MRC
